  Now,therefore,I,AbrahamLincoln,PresidentoftheUnitedStates,byvirtueofthepowerinmevestedasCommander-In-ChiefoftheArmyandNavyoftheUnitedStatesintimeofactualarmedrebellionagainsttheauthorityandgovernmentoftheUnitedStates,andasafitandnecessarywarmeasureforsupressingsaidrebellion,do,onthis1stdayofJanuary,A.D.1863,andinaccordancewithmypurposesotodo,publiclyproclaimedforthefullperiodofonehundreddaysfromthefirstdayabovementioned,orderanddesignateastheStatesandpartsofStateswhereinthepeoplethereof,respectively,arethisdayinrebellionagainsttheUnitedStatesthefollowing,towit:

  Arkansas,Texas,Louisiana(excepttheparishesofSt.Bernard,Palquemines,Jefferson,St.John,St.Charles,St.James,Ascension,Assumption,Terrebone,Lafourche,St.Mary,St.Martin,andOrleans,includingthecityofNewOrleans),Mississippi,Alabama,Florida,Georgia,SouthCarolina,NorthCarolina,andVirginia(excepttheforty-eightcountiesdesignatedasWestVirginia,andalsothecountiesofBerkeley,Accomac,Morthhampton,ElizabethCity,York,PrincessAnne,andNorfolk,includingthecitiesofNorfolkandPortsmouth),andwhichexceptedpartsareforthepresentleftpreciselyasifthisproclamationwerenotissued.

  Andbyvirtueofthepowerandforthepurposeaforesaid,IdoorderanddeclarethatallpersonsheldasslaveswithinsaiddesignatedStatesandpartsofStatesare,andhenceforwardshallbe,free;andthattheExecutiveGovernmentoftheUnitedStates,includingthemilitaryandnavalauthoritiesthereof,willrecognizeandmaintainthefreedomofsaidpersons.

  AndIherebyenjoinuponthepeoplesodeclaredtobefreetoabstainfromallviolence,unlessinnecessaryself-defence;andIrecommendtothemthat,inallcasewhenallowed,theylaborfaithfullyforreasonablewages.

  AndIfurtherdeclareandmakeknownthatsuchpersonsofsuitableconditionwillbereceivedintothearmedserviceoftheUnitedStatestogarrisonforts,positions,stations,andotherplaces,andtomanvesselsofallsortsinsaidservice.

  Anduponthisact,sincerelybelievedtobeanactofjustice,warrantedbytheConstitutionuponmilitarynecessity,IinvoketheconsideratejudgmentofmankindandthegraciousfavorofAlmightyGod.

  OnJan.1,1863,U.S.PresidentAbrahamLincolndeclaredfreeallslavesresidinginterritoryinrebellionagainstthefederalgovernment.ThisEmancipationProclamationactuallyfreedfewpeople.ItdidnotapplytoslavesinborderstatesfightingontheUnionside;nordiditaffectslavesinsouthernareasalreadyunderUnioncontrol.Naturally,thestatesinrebelliondidnotactonLincoln\'sorder.ButtheproclamationdidshowAmericans--andtheworld--thatthecivilwarwasnowbeingfoughttoendslavery.

  Lincolnhadbeenreluctanttocometothisposition.Abelieverinwhitesupremacy,heinitiallyviewedthewaronlyintermsofpreservingtheUnion.AspressureforabolitionmountedinCongressandthecountry,however,Lincolnbecamemoresympathetictotheidea.OnSept.22,1862,heissuedapreliminaryproclamationannouncingthatemancipationwouldbecomeeffectiveonJan.1,1863,inthosestatesstillinrebellion.AlthoughtheEmancipationProclamationdidnotendslaveryinAmerica--thiswasachievedbythepassageofthe13THAmendmenttotheConstitutiononDec.18,1865--itdidmakethataccomplishmentabasicwargoalandavirtualcertainty.
